Improve your shape and improve your technique.

Think of your body surfing on the wave that forms with each stroke.

Timing is very important in breaststroke, tweak around with pauses at different points in the stroke until it feels perfect.

Snap your legs in a very powerful kick. Kick is more important than arms in breaststroke.

While swimming really concentrate on keeping your shoulders broad. Pull towards your armpits with your hands cupped and then shoot your hands forward bringing them together in front of you. When you pull underwater after making a turn, make an hourglass or figure eight sort of shape with your hands. Also, pull all the way down your body. You're allowed one full pull and kick and on your second pull you must surface. The only time you should pull all the way down your body is on the pull after the dive or turn. I found that you can really gain ground and make up some time on the turn if you do your full pull underwater. Sometimes in competition you can become short of breath but you're not going to die to stay underwater that extra second and really get a good push and pull off the wall.
