What I always do is make sure that the cap is completely dry and my hair is dry, too and silicone usually gets the job done. What my teammates have tried is putting baby powder in it before use (while everything is still dry) or wearing a latex cap underneath of the silicone cap.

My silicone caps don't usually do that, so yours is most likely larger than mine. One way to help keep it on is to sprinkle baby or talcum powder inside before putting it on. You could also put another latex cap underneath to prevent slipping. Also you should wear your goggle outside of your cap if you don't already do that. This will help keep your cap in place. It could also be that your cap has been stretched out so you could consider getting a new one.

Make sure your hair is not greasy. Wear a latex cap underneath, or you can pull far down when you first put it on (that's what I do because my team so is also silicone

Just try to use some thread to tie it gently so that it can not get off and use some telcom powder also before using it.

My mom always put talcum powder in mine. and it helped. But maybe that was for a different reason? I don't really know actually. But you can try?
