It Figures is a good plus size brand of swimsuit. Not sure about the strapless part, but they have 2 piece tankinis & skirtinis that are adorable & fit beautifully.
Fashion Bug carries the brand in their store, but I've had better results in going to the store & finding what fits & then looking on eBay to get it cheaper!

Look in the Lane Bryant catalog. Not lanebryant.com! They have one in a few colours that matches exactly what you are describing, and they have it up to a 5x.
